Santa comes to every country at midnight on Christmas Eve, in that country's own local time. In each place, that moment is when Christmas Eve ends and Christmas Day begins. So the time changes from country to country, but the answer stays the same: midnight where you live.
Because the world has different time zones, Santa's visits happen at different times on the clock. Here are some countries, each visited at its own midnight on Christmas Eve: the United Kingdom, the United States, Canada, Australia, India, Japan, Brazil, South Africa, Germany, France, Nigeria, Mexico and New Zealand.
